Rosa M. Paredes, CPA, NPCC, CPO, SHCM
President and Chief Executive Officer
Rosa became St. Vincent's first lay President and Chief Executive Officer in August 2017. She joined as Chief Financial Officer in 2011, and while learning the organization's finances, she discovered the profound history of the Daughters of Charity—women who arrived in Santa Barbara in 1858 with an unshakeable mission to serve those most in need. That discovery transformed her work from perfecting numbers to stewarding a sacred legacy.
Today, Rosa advocates for the 600+ residents on campus and the 60 team members who serve them, bringing extensive experience in public accounting, commercial banking, and nonprofit finance. A Certified Public Accountant, she holds a Bachelor of Arts in Business Economics from UC Santa Barbara. When not championing for residents, you'll find her cheering at her children's sports events or walking her dog Oso."
Naomi Fujioka, CPA
Chief Financial Officer and Vice President of Finance
Naomi joined St. Vincent's in early 2021, bringing nearly 28 years of finance and accounting experience from national retail chains, web-based sales, and manufacturing, including navigating major corporate acquisitions. She leads the finance team responsible for St. Vincent's, Villa Caridad, San Vicente Mobile Home Park, and St. Vincent's Gardens.
A Santa Barbara native, Naomi holds a Bachelor of Arts in Business Economics from UC Santa Barbara and is a Certified Public Accountant. Grateful to live in the community she was born in, she can often be found walking through her neighborhood with her family."
Antonio Frausto
Vice President of Facilities
Joining St. Vincent's in 2009, Antonio leads a well-rounded team spanning maintenance, housekeeping, and landscaping. Under his leadership, the buildings and grounds on our 21-acre campus look just as beautiful and cared for today as when we first opened. As Vice President of Facilities, he developed a preventive maintenance program that keeps St. Vincent's entire infrastructure operational.
Antonio also oversees all facilities and maintenance for San Vicente Mobile Home Park, a 40-acre, 270-coach community. When not on campus, you'll find him trying new restaurants and writing Yelp reviews or having a barbeque on the beach with his wife and two sons.
Sr. Arthur Gordon
Ladies of Charity Moderator & Villa Caridad Board Chair
Sister Arthur came to St. Vincent's in 2020 as Vice President of Mission & Archives, bringing decades of deep knowledge of the Daughters of Charity's mission through global service. A member of the order across many decades, she has served in hospitals throughout California and in three countries across Africa—experiences that shaped her profound understanding of the organization's legacy of care and dignity.
A nurse by profession, Sister Arthur was pleased to return to California to help steward St. Vincent's rich heritage and advance the mission of the Daughters of Charity through her work with the Ladies of Charity and Villa Caridad."
Mary Manzo, SHCM, MCM
Vice President of Housing
Mary's path to St. Vincent's began early in her career with affordable housing at a City Housing Authority, a passion that stayed with her through many roles in real estate and property management. She joined St. Vincent's in 2013 as a Property Manager at St. Vincent's Gardens, drawn by the organization's rich history, impactful community programs, and values that aligned with her own. Over time, her dedication to the work and the people it serves led her naturally into leadership. Today, Mary oversees all aspects of St. Vincent's housing programs—Villa Caridad, St. Vincent's Gardens, and San Vicente Mobile Home Park. She manages contracts, funding, and regulatory compliance while ensuring residents receive the support and dignity they deserve. When not managing her busy team, you can find Mary on the Pickleball court.
Amy Barclay
Housing Manager
Amy joined St. Vincent's in Fall 2022, bringing 15 years of property management expertise and a California Real Estate Broker's license. A Fair Housing Certified and CPO Certified professional, she manages daily operations, maintenance, resident relations, and the extensive HUD compliance that comes with overseeing Villa Caridad, our senior residence. Amy's path to St. Vincent's came through a personal connection—a parent she knew from her son's school. A casual conversation about housing led her to discover the breadth of St. Vincent's programs, and she asked, "Are you hiring?" The rest is history. What keeps Amy here is the relationships. "There's something about Villa Caridad being home for these residents," she says. "The interactions I have with them are meaningful—to them and to me." Many residents share small gestures of appreciation that reflect the community and care that define Villa Caridad.
Francis Avila
Human Resources Manager and Safety Officer
Francis joined St. Vincent's in August 2022 as Human Resources Manager and has since expanded his role to include Safety Officer. He oversees the Human Resources and Security Departments while ensuring St. Vincent's safety, health, and emergency response protocols are comprehensive and current. With 20 years of HR experience across nonprofits and for-profit organizations—including low-income senior housing, home care agencies, affiliate marketing, and retail—Francis understands that strong HR practices and a safety-first culture enable our Associates to serve residents and clients with dignity and full presence. He oversees HR strategy, recruitment, employee development, benefits administration, policy implementation, security, workplace safety, and emergency preparedness. A graduate of UC Santa Barbara with a degree in Dramatic Art, Francis brings creativity and human understanding to his work. When not advancing St. Vincent's mission, you'll find him fully immersed in all things related to his two children.
Sister Maria Hoa Nguyen, DC, MA
Director of St. Vincent's Heart
Sister Maria Hoa came to St. Vincent's Santa Barbara in 2017 as Director of St. Vincent's Heart, bringing decades of entrepreneurial vision and creative service shaped by her work as a Daughter of Charity since the late 1990s. A former businesswoman in Vietnam, she has served communities across Utah, Portland, and California, demonstrating her entrepreneurial spirit through ventures like GIVE ME A CHANCE—empowering low-income women through vocational training—and the DeMarillac Formal Attire social enterprise. At St. Vincent's, Sr. Maria designed a comprehensive program for Villa Caridad seniors that strengthens physical, emotional, and spiritual well-being through ballroom dancing, swimming, Tai Chi, painting, book clubs, and more. A self-trained artist in embroidery and painting, she holds degrees from CSU Dominguez Hills and Loyola Marymount University. When not shaping lives at St. Vincent's, you may find her on one of her restorative long walks.
Mary Rodriguez
Controller
Mary began her career in banking, working through nearly every position over the years before moving into finance. She joined St. Vincent's in 2013 as Accounting Manager—jumping right in to manage an audit—and over the next several years helped guide the finance team through a period of significant growth, expanding from just three people to more than double that today. Now as Controller, Mary brings more than two decades of accounting and financial management experience. With expertise in fund accounting, financial reporting, audit oversight, and regulatory compliance, she ensures the integrity of St. Vincent's financial operations while supporting the organization's mission. She leads the accounting team in managing budgets, grants, internal controls, and financial analysis that guides strategic decisions and sustains our programs serving Santa Barbara's most vulnerable neighbors. Mary brings both the technical rigor and the collaborative spirit needed to strengthen organizational infrastructure.
Lee Hilton
Executive Assistant to the President and CEO
Lee has been with St. Vincent's since 2012. She came to St. Vincent's from the Midwest and has served in administrative and executive roles for 24 years, including in the education sector at a graduate school of psychology and in the religious sector's Department of Home Missions. Lee graduated Summa Cum Laude from Drury University in Springfield, Missouri, with a degree in Paralegal Studies. As Executive Assistant to the President & CEO, Lee provides strategic calendar management, board relations, and seamless team operations, serving as a strategic partner to the executive team. The Fr. Virgil Cordano Center holds a special place in Lee's heart, as she worked with the homeless at her church in Springfield for several years. She understands the importance of treating the homeless with dignity—restoring their sense of humanity and autonomy through respectful interactions, choice-driven assistance, and compassion.
Sr. Margaret Keaveney, DC, MS
Founding President of De Marillac, LLC, Vincent's Ministries, LLC & St. Vincent's Heart, LLC
Sister Margaret came to St. Vincent's Santa Barbara in 2010 as President and Chief Executive Officer, bringing nearly three decades of healthcare leadership from the Daughters of Charity Health System and senior administrative roles at St. Francis Medical Center, O'Connor Hospital, and St. Louise Regional Hospital. With a Master's degree in Hospital and Health Care Facilities Administration from Trinity University, she brought both visionary strategy and operational rigor to her work. During her decade leading St. Vincent's, she oversaw the development of affordable housing and senior apartments while launching the "Rebirth of a Timeless Vision" branding effort. Sister Margaret continues her commitment as Founding President of De Marillac LLC, Vincent's Ministries LLC, and St. Vincent's Heart LLC. Currently serving as Pastoral Visitor at Villa Siena Home for the Aging, she embodies the Daughters of Charity charism of providing spiritual and compassionate care to those in need.
Annette Shimada
Community and Communications
Annette joined St. Vincent's in January 2026, bringing 25+ years of strategic communications expertise from the technology sector—where she guided over 25 companies through successful exits and market transformations. Growing up around the Daughters of Charity and the Ladies of Charity shaped a lifelong ethic of service: pro bono work for nonprofits woven throughout her career, two decades volunteering across St. Vincent's ministries, and a personal passion for supportive and low-income housing sparked by earlier work in the Bay Area. As Consultant, Community and Communications, Annette applies the strategic rigor that elevated technology companies into market leadership—now in service of advancing St. Vincent's mission. She architects communications that build community understanding, strengthen donor relationships, and position St. Vincent's as a trusted partner addressing homelessness and poverty in Santa Barbara. Her unique perspective allows her to translate St. Vincent's 167-year legacy into narratives that resonate with our community.
Sister Rocio Briones, DC
Assistant Case Manager and Intergenerational Program Manager
Sister Rocio came to St. Vincent's in 2022 as an Assistant Case Manager, drawing on the Daughters of Charity calling to serve where need is greatest. She began her work coordinating services for both Villa Caridad residents and clients at the Fr. Virgil Cordano Center—conducting assessments, developing individualized care plans, connecting people to resources, and advocating for clients' needs. Today, as Resident Services Coordinator at Villa Caridad, Sr. Rocio leads Aging Well Activities designed to support the physical, emotional, and spiritual well-being of senior residents. She also guides the Intergenerational Program, which brings together preschool-aged children from our Early Childhood Education Center and Villa Caridad seniors for meaningful connection. She continues to serve part-time at the Fr. Virgil Cordano Center. Inspired by this hands-on work, Sr. Rocio is currently pursuing studies in social services to deepen her ability to serve those in need.
Maite Estrada
Site Supervisor, Early Childhood Education Center
Maite has been with St. Vincent's since 2015, growing into the role of Site Supervisor from her start as a toddler lead teacher. She came to St. Vincent's from Patagonia's childcare program in Ventura, where she worked with a dual-language immersion curriculum after completing her studies at CSU Channel Islands. At St. Vincent's, she expanded her expertise with the youngest learners, then moved into program leadership as Assistant Director in 2020, helping navigate operational policy during the pandemic. As Site Supervisor, Maite oversees daily operations of the Early Childhood Education Center, supervises teaching staff, ensures licensing compliance, and maintains our NAEYC accreditation—which she has guided through twice. Achieving NAEYC accreditation (recognized by fewer than 10 percent of programs nationwide) reflects the center's high standards. Maite leads a team providing safe, nurturing care for infants and preschoolers—many from families we serve through the Family Strengthening Program.
Sr. Oanh Tran, DC
FVCC and Aging Well Assistant
Sister Oanh is a Daughter of Charity whose journey of service spans from Vietnam to hospitals in San Jose, to Alaska, and now to Santa Barbara. A licensed beautician, LVN, RN, and BSN graduate, she embodies the order's calling to serve wherever the need is greatest—using all her skills to meet people with dignity and care. At the Fr. Virgil Cordano Center, Sister Oanh provides first aid, wellness checks, and haircuts to people experiencing homelessness. In her new role as Aging Well Assistant at Villa Caridad, she offers wellness checks and compassionate support to seniors. A haircut, she knows, is more than grooming—it's dignity, confidence, and a way of saying someone is seen and valued. Sister Oanh's multilayered gifts—from healthcare expertise to the simple act of listening—reflect the Daughters of Charity's 167-year commitment to meeting our neighbors with wholeness and respect.
